Windows 8.1 got finally released through Retail Outlets and PC Manufacturers (Vendors) on 18th October. It was already available for digital download to MSDN/ Technet subscribers on 17th October.
Although we know WZOR, the great Russian Microsoft products leaker made it available to us much before the Official release.

Microsoft released many updates after Windows 8.1 is released. These updates are general stability updates, driver updates specific to system etc.
